Self-employed in Portugal: a real case from opening activity to getting paid
Becoming self-employed in Portugal means connecting registration, client terms, invoicing and payment. Dona Rolha’s historical account helps frame those decisions; current rules are checked against AT, gov.pt and Segurança Social. Use the cash-control example and enquiry templates without treating the story as a personal tax calculation.

Short answer
AT requires the start-of-activity declaration before beginning habitual business or professional activity.
AT distinguishes a fatura when transaction and payment do not coincide, a fatura-recibo when they coincide and a recibo recording receipt against the invoice.
For habitual services, prepare registration before starting, agree client terms and distinguish the document from payment. The historical example does not decide your VAT, IRS or contribution framework. Independent professional, ENI and company are not interchangeable choices.
A real case: getting help with the first freelance decisions
On the As Rolhas blog, the author Dona Rolha described opening activity in Portugal with a local accountant’s help, including choosing codes and preparing initial documents. The post carries a 2020 publication and December 2022 review. This is an attributed historical account, not our interview or a client case.
The useful issue is how to divide responsibility between delivering services and understanding their administration. The analysis below is ours. We have not verified the author’s tax file or assigned her current revenue, rates or outcomes. Old tax conditions in the blog are not instructions for 2026; the rules published here come from the official sources shown in fact cards.
Read the original Dutch-language experience. We use its described path without carrying old tax conditions forward.
Independent professional, ENI or company: define the scope
Before following a tutorial, describe what you will actually do: provide services personally, run a structured business or incorporate a company. “Working for yourself” is broad and does not select a legal form. This article mainly follows the administration of an individual service professional who needs to understand registration and invoicing. It is not an incorporation manual.
The gov.pt guide separates its scope from ENI; other systems, including social security, may use broader categories. A translation should therefore not become a legal conclusion. If your plan includes premises, employees, stock or licensing, take those facts into the choice of form. The table maps questions rather than recommending a structure or providing a complete liability comparison.

Term
Question before choosing
Trabalhador independente
What professional service do you provide and how will you invoice it?
Empresário em nome individual (ENI)
Does the planned business need a different framework?
Sociedade unipessoal por quotas
Do you intend to incorporate and meet company obligations?
Read about business forms and checking licensing for the actual activity.
The gov.pt guide distinguishes a trabalhador independente from an empresário em nome individual and excludes ENI from its scope; these terms are not automatic equivalents.
Opening activity at Finanças: information and tax framework
Write a concrete description of the service and intended clients. “Online work” does not explain whether you translate, develop software, teach or sell content. Classification should follow the actual activity. Record agreed projects and the period covered by the estimate you provide; do not choose a figure simply because it makes a form easier.
The fact card lists information AT asks you to prepare. Before confirming, ask someone to explain the resulting IRS and VAT frameworks. Keep the declaration and the explanation received. Where organised accounting applies, AT itself specifies a certified accountant’s involvement in submission. This article neither registers activity nor chooses codes on your behalf.
Before the declaration, AT lists CIRS/CAE codes, estimated turnover to year-end and an own-name bank account’s IBAN/BIC among the information to prepare.
The first client: agree the service before the receipt
Before work begins, confirm the contracting party, included service, expected delivery, revisions and approval process. Separate a sales conversation from an accepted order. Record billing details and the customer’s status needed for tax review. A platform or intermediary agency may change who the actual customer is; do not automatically copy the name of the person exchanging messages with you.
Agree in writing on the base price and treatment of any applicable taxes. This avoids discovering later that each party understood a different amount. To seek clients, a useful proposal describes a specific problem, deliverable and checkable next step. These are editorial suggestions, not the author’s commercial results or a promise that registration will bring orders.
Commercial confirmation template — not a ready-made contract
Bom dia. Obrigado/a.
When do you issue a fatura, recibo or fatura-recibo?
“Recibos verdes” is used broadly in everyday speech. Choosing the right document requires distinguishing the transaction from receiving payment. The fact card gives AT’s published distinction. Do not confirm receipt simply because a customer promised payment or sent a message saying they would arrange a transfer.
Editorial example: a service is completed and the customer pays on a different date. Track two events instead of treating a promise as received money. Keep the document reference, outstanding amount and evidence when payment occurs. This example calculates no tax and sets no universal issuance deadline: advances and international transactions can require their own analysis.
Check AT’s document distinctions and the issuance procedure applicable to the transaction.
AT distinguishes a fatura when transaction and payment do not coincide, a fatura-recibo when they coincide and a recibo recording receipt against the invoice.
VAT and IRS: two questions a single checkbox cannot answer
Create two separate lines in your plan: VAT treatment of the transaction and possible IRS withholding. VAT relief and withholding relief have different conditions. The Article 53 card defines the reference, including the turnover year and territory. Do not turn a threshold into personal income exempt from every tax.
Under relief, also consider the stated effect on input VAT deduction. Do not choose solely because the first document looks simpler. Request an assessment considering service, customers, expenses and expected development. If activity changes or grows, check the framework and amendment obligations; this article does not summarise excess-turnover exit rules or calculate final IRS.
Confirmed by official source
CIVA Article53 provides conditional, restricted relief for nationally established/domiciled taxpayers whose prior-year domestic annual turnover did not exceed €15,000; starting activity uses the current-year estimate.
Foreign clients: collect the facts before choosing VAT treatment
Prepare a profile for each customer type: country, individual or business, tax identification, establishment receiving the service and description of the supply. Delivering writing to a business is not necessarily the same supply as selling automated content access to consumers. Article 6 contains general rules and exceptions; a foreign address does not resolve classification.
Ask for advice identifying the basis of the treatment, the document wording and any associated declarations. Keep the response with the facts you supplied so you know when it stops fitting. Do not choose a non-charge reason merely because it appears in a template. A client’s country also does not by itself determine your tax residence; the linked guide treats that separate question.
Social security and insurance: check what actually applies
After opening, check the official records and remaining steps. Communication between bodies does not mean every obligation has been checked. Review recorded dates and framework, reporting requirements and available notices. Keep submission evidence and treat income reporting and contribution payment as separate tasks.
Quarterly reporting has its own scope, shown in the card. Before relying on initial relief, ask whether first enrolment, reopening, combined employment or another situation applies to your history. We promise no universal contribution-free period. Include work-accident insurance in the review too: do not confuse it with health insurance or having an SNS number.
Confirmed by official source
For workers subject to the quarterly reporting obligation, Segurança Social specifies submission by the last day of January, April, July and October for the preceding three months.
gov.pt says opening activity at Finanças automatically notifies Segurança Social and that work-accident insurance is also mandatory for independent workers.
First-payment example: invoiced is different from received
Keep a record of agreed fee, issued document, amount received, taxes needing review, expenses and reserved funds. An unpaid invoice is not available cash for household spending. Received money alone also does not prove every obligation is settled. Decide reserves after understanding your framework rather than copying a percentage from a different case.
During regular reviews, reconcile bank entries and documents, identifying partial or late payments. For new projects, include administration, revisions and collection time when considering pricing. The aim is to understand whether the activity supports the life you want. We provide neither a tax simulation dressed as the author’s actual budget nor a promised net margin.
Editorial example without a tax calculation: documentation covers a €1,000 base fee and you receive €600 as partial payment of that fee. The remaining base amount is €400. The example excludes VAT and withholding; if applicable, reconciliation must separate them. None of these figures is the author’s actual revenue, net income or a recommended charge.

Tax registration and residence: different questions
If you are planning a move, check immigration position alongside tax administration. Do not treat an opening declaration as a complete answer about the right to live or work. The official guide distinguishes requirements for foreign nationals; a tax declaration choice does not assess your visa, permit or family circumstances.
Nor should independent activity be confused with the purpose of every remote-work visa. Describe where you deliver services, for whom and under which residence position. If you already have a process, take the permit and actual objective to the competent service. The links help separate identification, tax residence and entry route without turning the historical case into a regularisation promise.
Questions for an accountant and a practical start plan
A useful meeting starts with facts: service, client types, countries, residence position, activity history, estimate to year-end and expected expenses. Ask for the framework, filings included in the agreed service and responsibilities that remain yours. “The accountant handles everything” is inadequate unless both parties have defined what is included.
Use the Portuguese message below to prepare contact. It is an editorial template containing no real data. Adapt the plan to the resulting assessment. For questions about relocation organisation or this guide, the form at the bottom contacts Portugal Citizenship Help; sending it neither engages an accountant nor submits a tax declaration.
Confirm the framework and reason for each IRS/VAT choice.
Ask which filings and payments the agreed support includes.
Confirm which facts change the answer: client, country, service, volume or history.
Keep the response and the next review date.
Describe the actual activity, clients and residence position.
Confirm the form and prepare declaration data before starting.
Check codes, IRS, VAT and social security for the actual case.
Confirm insurance and the responsibilities of any hired support.
Agree client terms and issue the appropriate document.
Reconcile receipts and review calendar obligations.
Editorial first-contact template

Questions about self-employment and recibos verdes
Check these answers against your own facts before copying a template or selecting an option.
Do I always need an accountant to open activity?
AT requires submission by a certified accountant where organised accounting applies. Otherwise confirm the framework and responsibility for each task. The author’s choice of support creates no universal obligation.
Can I wait for payment before opening activity?
Not as the sequence for habitual activity: AT requires the declaration before starting. Issuing documents and receiving payment are separate events.
Does VAT relief mean I pay no IRS?
No. CIVA Article 53 and CIRS Article 101-B withholding relief have different conditions. None of the example amounts calculates your final tax.
Can I choose zero VAT because the client is abroad?
An address is insufficient. Identify the customer, service and establishment and confirm the Article 6 rule and exceptions before issuing the document.
Does this case establish a right to residence?
No. Tax registration does not assess a visa or permit; check immigration position and the right to perform the activity separately.
