Start with the licence issuer rather than your passport

Check the country and authority shown on the licence, category, issue or renewal date and expiry. Record when you established residence in Portugal and which document demonstrates that event. The driver’s nationality does not replace the issuing country. Use the table to locate the IMT page corresponding to the licence. If it resulted from a previous exchange in another country, explain that history to the service instead of selecting whichever category appears most convenient. Keep the actual document details available when asking a question.

EU and EEA: registering residence is not exchanging a licence

Separate two tasks on your worksheet: reporting residence and replacing the licence with a Portuguese document. Confusing them can obscure an administrative obligation even while a licence remains valid. Read the exception for documents without an expiry date as well. If the card is old or the fields unclear, prepare a readable copy for clarification with IMT without publishing it in a group. Do not interpret the registration period as a universal exchange deadline for every licence issued anywhere in the world.

Confirmed by official source

For a valid EU/EEA licence, IMT specifies residence registration within 60 days; registration is not licence exchange.

For a lifetime or no-expiry EU licence, IMT specifies exchange within 2 years of settling residence.

OECD and CPLP: check the complete conditions

The country-group name alone does not complete the assessment. Compare each official condition with the licence and your circumstances, including the holder’s age, issue or latest renewal, validity and category. If an element changes, revisit the source before continuing to rely on recognition. A conclusion about driving in Portugal should not be carried over to travel in another state. For a specific query, provide the issuing country and relevant dates, without assuming that the language printed on the document determines the applicable route.

OECD/CPLP recognition requires a convention/agreement-covered issuer, issue/renewal within 15 years, holder under 60, valid licence, minimum age and no seizure, suspension, expiry or revocation.

Convention routes: applying and driving have different timelines

Under this route, distinguishing the ability to request exchange from permission to drive is essential. Record the residence-permit issue date and compare it with the confirmed guidance below. Do not use a visitor period to extend a resident’s position automatically. If a stage has already passed, ask which step is available now rather than assuming opening an application removes the driving restriction. Retain IMT communications and establish what any temporary document permits in your particular circumstances before relying on it for a journey.

Under the convention-country route: within 90 days of residence-permit issue, driving and exchange application; afterwards up to 2 years, exchange application without driving on the foreign licence; after 2 years a practical test.

Illustrative example: two neighbours with different licences

Imagine two neighbours arriving in the same week with licences issued by countries covered by different regimes. This is an editorial example. Their common arrival date does not make their tasks identical. Each person should identify the licence, read the corresponding page and build an individual chronology. One neighbour completing an exchange without a particular step does not establish that the other follows the same route. The useful result is a more precise question for IMT, rather than an assumption of an automatic exemption or an identical outcome.

Prepare without ordering the wrong documents

Before paying for translations, certificates or assessments, read the selected route’s checklist and check which items apply to your licence categories. Organise identity, residence and licence information separately. If authenticity evidence is requested, establish the issuing body and required contents before ordering a generic statement. These are preparation suggestions; the official IMT checklist governs the application. Do not give an original licence to an intermediary merely because they promise to resolve every issuing country through the same set of attachments or a single informal appointment.

Official IMT resources and your next check

Start with the classification resource below, then open the page for the relevant regime. Recheck current conditions before driving, particularly when licence validity or your residence circumstances change. If your situation does not fit the table, use the hub to locate other routes and special cases. The first-month checklist can place this task within a wider move without conflating it with AIMA, banking or tax administration. Completing those other tasks does not replace assessment of permission to drive on the particular licence you hold.
