Take your moving plan with you
30 steps across 3 pages: route, documents and arrival. Tick only what applies to your circumstances.
The PDF is a preparation plan with conditional items, not one official universal checklist. Tick applicable tasks and confirm requirements with the receiving service.
Does the checklist change by country? Start with four details
Yes, country context matters, but nationality alone can be misleading. Ask four questions: which nationalities are held, where you currently reside, which country issued each record and the basis of the move. A person may hold one country’s passport, live elsewhere and present certificates from a third country. The checklist begins with that profile so the document folder is not built on contradictory assumptions. Record these details before comparing instructions written for different groups of applicants.

Article 58 distinguishes a residence visa, enabling entry to request residence authorisation, from that authorisation itself.
The basic folder: prepare before ordering extra records
Make a list for each person, separating records already held, items to obtain and questions still needing confirmation. Identification, purpose and accommodation are preparation categories; the precise list depends on the stage. Birth certificates and criminal records should not be described as mandatory in every situation. For each document, identify its issuer, purpose and recipient. Keep the applicable official checklist alongside the inventory so a commercial package or another applicant’s folder does not silently become the governing instruction.
Identity and contacts: appropriate document and consistent details across records.
Route: official checklist, form and reference for the particular stage.
Resources and housing: evidence matching the basis where required.
Family and education: records and school history when needed for the situation.
Originals and copies: record the recipient, what was submitted and the receipt.
Choose the route: EU citizen, family, D7 or D8
Use the actual purpose of the move to locate the procedure. Registration for a person covered by the European regime, family documentation and a consular application are different routes. Own income and remote work have specific profiles worth reading. Do not select an abbreviation because its checklist appears shorter. For several travellers, identify each person’s basis and the records connecting applications, without assuming that the principal applicant’s evidence resolves the position of the whole family.
For a stay beyond three months, an EU citizen’s registration certificate is requested at the municipality of residence within 30 days after the first three months from entry.
Article 61-B covers employed or independent remote work for persons or entities domiciled or headquartered outside Portugal, with relationship/service evidence.
Foreign records: issuance, apostille and translation
Inventory documents before buying a package of formalities. Issuing country and recipient matter alongside language and the fact being demonstrated. The IRN translation rule below concerns registry procedures and is not automatically the rule for every visa application. Ask separately about authentication and translation. Retain the confirmation and check it concerns the same document version you intend to submit. If a record is replaced or corrected, explain that change before assuming earlier commissioned work can simply be reused.
An apostille certifies a public document’s formal origin for international use under the Convention; it does not replace content assessment or translation.
Foreign-language documents for registry procedures generally need certified Portuguese translation; exemptions depend on the situation and competent service.
Children or healthcare needs: prepare an additional folder
For children, organise parentage and school records, with questions about enrolment or equivalence. Where parental-responsibility or travel arrangements need clarification, verify the actual circumstances instead of copying a supposed universal consent. A medical summary and prescriptions are practical organisation suggestions for continuity of care. Do not confuse a health-user number, primary-care enrolment and financial coverage. Confirm service availability rather than treating the checklist as a promise of a school place, doctor or healthcare funding in every situation.
After arrival: separate residence, NIF, NISS and SNS
Organise tasks by authority and retain each receipt or response. A tax or social-security identifier should not be interpreted as residence permission. Update contact details and clarify which address changes must be reported to each service. Keep application, reference, reply and next step in a personal table. This helps prevent losing an important message, without inventing a rigid issuance order or promising every task can be completed within the first month regardless of route or local arrangements.
Using the PDF: 30 steps without making every item mandatory
The file has three pages: route and planning; documentary folder; arrival and services. Tick boxes in a compatible reader or print. Conditional tasks are marked; if irrelevant, note that conclusion on your personal copy. Record unresolved questions in the notes space and revisit sources before submitting records. The direct download requires no email. The file is for personal use and does not ask you to send private documents to the project or complete a government application through this site.
Official sources and the next decision
The checklist makes preparation usable, while official links help verify requirements. Use each for its purpose: IRN for registry translation, DGPJ for apostille, AT and Social Security for identifiers, ERS and schools for relevant services. A country-specific edition needs current residence, issuer and application basis defined first. It should add verified differences rather than repeat the same base under another country name. Keep your chosen service’s current instructions with the checklist so later changes can be checked against the actual procedure.
Check certified translation and registry-procedure exemptions.
